The Flying Horse Neighborhood
The Flying Horse is a master-planned covenant-controlled community located in the northern part Colorado Springs about 1.5 miles east of the I-25 Freeway between Interquest Parkway and North Gate Blvd. The neighborhood is comprised of 1,968 homes constructed between 2005 and 2023. The home builders for this neighborhood are Classic Homes and Vantage Homes.
Within the Flying Horse community is a private resort-style athletic club and spa, two 18-hole championship golf courses, a Euro-style clubhouse experience – including the Steakhouse Restaurant, and AAA Four Diamond guest lodging accommodations at The Lodge.
Flying Horse Metropolitan District No 2 and No 3
Flying Horse Metropolitan Districts No 2 and No 3 (the Districts) are quasi-municipal corporations and political subdivisions of the State of Colorado. The combined service boundaries of the two Districts encompass all properties - both commercial and residential - located within the Flying Horse master planned community. The board of directors of both Districts are elected solely by Colorado registered voters living and/or owning property within the service boundaries of each District. Beginning in May 2023, a majority of the directors elected to both boards reported no conflicts of interest regarding their public service on these boards.
The Districts collect property taxes each year to (1) repay debt incurred to finance the construction of roads, utility lines, parks and other public infrastructure within the neighborhood and (2) fund the landscaping maintenance of certain open spaces located throughout the master-planned community.

Trash Service |

The Flying Horse Homeowners Association, Inc (HOA) provides weekly trash pick-up service to all homes in the community through its contractor - Waste Management. Any questions or concerns about trash service should be directed to Waste Management at (800) 482-6406.

Below is the draft (as of Oct. 20, 2023) of an updated and amended intergovernmental agreement between the homeowner-controlled districts (districts 2 & 3) and the Developer-controlled district (district 1) as proposed by the homeowner-controlled district boards.
Also, the October 20th notice of proposed mediation proposed by the homeowner-controlled districts to the Developer-controlled district is also posted below. |

Notice Re. Metropolitan District Homeowner’s Rights Task Force (House Bill 23-1105)

House Bill 23-1105 (HB23-1105) created the Metropolitan District Homeowners’ Rights Task Forces with its members to be appointed by November 1, 2023. The purpose of the task force is to examine issues regarding homeowners’ rights and to perform other duties as noted in the new law. The Metropolitan District Homeowners’ Rights Task Force will review, among other matters, tax levying authority and practices, foreclosure practices, communications with homeowners and governance policies. Flying Horse Metro District No 1 |
Until April 2023, Flying Horse Metro District No 1 (FHMD1) was comprised of one 200-sqft tax-exempt land parcel owned by Classic Homes. In April 2023, certain commercial land located within District 2 and District 3 was transferred out of these Districts to FHMD1.
FHMD1 owns several public open space land tracts located within homeowner-controlled Districts 2 and 3 and receives tax funds from Districts 2 and 3 to operate and maintain these public open spaces.
The Board of FHMD1 is comprised solely of employees of Classic Homes, all who report conflicts of interest regarding their service on the the FHMD1 Board.
