Neighborhood Services

 
The following is a brief description of the services provided in the Flying Horse neighborhood:

Covenant Enforcement Services The Association is responsible for enforcing the covenants within the Flying Horse community. The Association contracts with its management company to provide these services. The Association's board establishes enforcement policies and monitors the enforcement services provided by the management company.
 
Architectural Review Services The Association is responsible for providing architectural review services to homeowners within the Flying Horse community. The Association has assigned this responsibility to its board of directors. The board is responsible for evaluating whether each homeowner request complies with the Flying Horse community’s design guidelines.
 
Snow Plowing - Streets The streets within the Flying Horse community (other than the gated private communities) are owned and maintained by the City of Colorado Springs. The City is responsible for plowing the snow off of the streets. Per the City’s current snow plow plan for the Flying Horse community, the City only plows those streets on the school district's bus route. No other streets within the Flying Horse community are included in the City’s snow plow route.

Snow Plowing - Sidewalks The District is responsible for plowing the snow off of all sidewalks located on the parks and open spaces (which includes the sidewalk surrounding the perimeter of the park area). The District contracts this service through its landscaper.

Homeowners are responsible for plowing snow off of the sidewalks on their own home lots.
 
Garbage Collection The Flying Horse HOA provides weekly garbage and bi-weekly recyclable pick-up service to all residents in the Flying Horse community. The HOA has contracted with Waste Management to provide garbage pick-up services for Flying Horse residents.

Garbage pickup occurs on MONDAY of each week. For those weeks when a holiday occurs, garbage pick-up will be pushed back to Tuesday.
 
Street Parking Enforcement The City (through its police department) establishes and enforces ordinances regarding parking on City-owned streets.

Excluding the streets within the Flying Horse gated communities, none of the streets within the Flying Horse community are owned by the District or HOA and are not subject to the covenants of the Flying Horse community.
 
Open Space Landscaping Maintenance The District owns and maintains the landscaping in the (1) four main parks (Lizard Leap Park, Angel Mist Park, Barefoot Park, Frog's Leap Park), (2) storm water detention ponds and (3) several open space land tracts located throughout the Flying Horse community. The map of the parks, stormwater detention ponds and open spaces maintained by the District can be accessed HERE.             
Park Equipment Maintenance The District owns and is responsible for maintaining the park equipment at the four main parks (Lizard Leap Park, Angel Mist Park, Barefoot Park, Frog's Leap Park) within the Flying Horse community.
 
Graffiti Removal Generally, property owners are responsible for removing graffiti off of their fences and other structures. However, the City provides a free graffiti removal service to property owners who request such service.
 
Street Light Maintenance Colorado Springs Utilities is responsible for maintaining the street lights throughout the Flying Horse community. Any maintenance issues or concerns regarding the street lights should be directed to Colorado Springs Utilities.
 
School Busing The Flying Horse community neighborhood is located within the Academy School District #20. Consequently, homeowners should contact the school district for further information regarding school bus schedules.
 
Mail Delivery Mail is delivered Monday through Saturday each week by the US Post Office. Mail for the Flying Horse community is processed through the US Post Office branch located at 8585 Criterion Drive Colorado Springs, CO 80920.

The District is responsible for maintaining and repairing the community mail boxes throughout the Flying Horse community.
 
Mosquito Control Neither the City of Colorado Springs nor El Paso County provide City-wide or County-wide mosquito spraying services. Each resident must decide how to address mosquito issues on or around their property.
